Dear Developer
I am pleased to send to you USA Niagara Development Corporation’s Request for Interest and Qualifications (RFQ) for the adaptive reuse of the historic United Office Building (UOB) for residential, hotel or mixed use.
Under the leadership of Governor Pataki, USA Niagara Development Corporation (USA Niagara), a subsidiary of Empire State Development Corporation, is working with the City of Niagara Falls and other appropriate entities to attract and retain an increasing level of tourism and stimulate private sector investment. As part of that mission, USA Niagara is identifying catalyst projects ranging from new museums and cultural attractions, to historic restoration and adaptive reuse, to commercial uses and entertainment venues.
The UOB is a niche opportunity that holds major historic significance for Niagara Falls, and offers the potential for a successful development venture. The UOB stands in mute testament to the economic vigor that was created by harnessing the power of the Falls. The building’s architecture harkens to a period of national enthusiasm that ended only as this 20-story icon was rising— 1929. This solicitation will begin the process of returning this signature property to its former status as the preeminent address in Niagara Falls, New York.
The RFQ will be distributed to a field of potential development companies and publicized in various media outlets. Questions and requests for additional information should be made in writing and e-mailed to usaniagara@empire.state.ny.us. The RFQ and related additional information is available on USA Niagara’s website: www.usaniagara.com.
Upon review of the RFQ submissions, certain qualified developers/operators may be asked to respond to a full RFP and engage in a competitive process to select one or more preferred proposers. USA Niagara seeks a qualified developer/operator with a feasible business plan for the UOB’s restoration and reuse. Submissions must follow the provisions, requirements, terms and conditions of the enclosed RFQ.
We encourage you to review the enclosed and submit a response to this unique opportunity by 5pm EST on April 30, 2002. We acknowledge the time and expense associated with formulating a submission, so we have tried to keep requirements as streamlined as possible.
The United Office Building RFQ is only the first in a number of important development opportunities that will be announced by USA Niagara.
